Trying to piece together a few details of those being affected (myself included)...
What are the first two octets of your server's IP address?
What package do you have with OVH (kimsufi/rps/etc)?
Which gateway do you go through (last hop of a traceroute before your server is reached)?

I have noticed that when using sftp to transfer files from the server onto a PC, speeds are VERY slow if transfering just 1 file (like 60 or 70 kB/s!)... However, transfer more than 1 and each part goes that speed, so overall speed is much better.
Is this supposed to happen?
