That looks like a paypal problem, the best would be to contact their support. You can also pay directly to OVH with any credit card. More info on payment methods:

Whenever i try to pay for my kimsufi server using paypal it asks for a creditcard although i have enough money in my account.
Can i be some how provided an email on which i can send payment directly.
