The cost of moving from one to another VPS depends on who you hire for such job, as there is no automated way of doing it. That is, you have to reinstall everything on the new VPS and transfer all data from the old one.

2. is it possible in the future to upgrade the memory or storage capacity of VPS?
3. I have a VPS in israel with a lot of customers, do you offer a service of transfer all customers sites from old VPS to the new?

1-. If you refer to a paying control panel (Plesk, cPanel, DirectAdmin), no, they don't. You can have other control panels such webmin or ispconfig for free.
We offer a Plesk license for 10 domains for free, but only for VPS Clouds.

2-. you can upgrade between models within each range: VPS Classic and/or Cloud

3-. no, the servers are unmanaged, so we cannot do the migration ourselves.
