VPS Is online and running, can you use the KVM to connect to it?

I just paid for my new vps to day and it has already crashed, please help fix it.
My forex trading software require Net framework 3.5
While trying to install it. I was unable to login again to my vps
I use RDC whenever i want to login
> Your VPS's IPv4 address is: 149.202.38.4
> Your VPS's IPv6 address is: 2001:41D0:0052:1200:0000:0000:0000:01b9
