I believe all hardware is checked by an automated system when a client cancels/returns a server, if any of the hardware is faulty it would be replaced before it can be delivered to a new client (I'm assuming). So yes, an automated system does check the hardware before it can be delivered to a client.
Although, it's always a good idea to check and test the hardware yourself when you receive a server (regardless of where you purchase it from), once you've confirmed your happy with manual checks, then put it into production.
