Yes you can remove the bandwidth at a later date if you wish.

You would create a support ticket from the OVH control panel requesting this.

The bandwidth offer is currently on-going, however previously we have extended the promotion.

if the promotion period ends then the bandwidth would be billed at the normal price.

There's no mention that it's only for the first month or whatever so yes, I'd assume so. I'm fairly certain they've been offering that promotion ever since they started offering bandwidth upgrades anyway.
