No, it's no longer free. It was in the previous ranges(2014), but, as most of the customers never claimed the free licenses, the HOSTING range changed it's focus from license to a better cost.

OVH offer no CloudLinux license, but does with cPanel. You can check the prices here: https://www.ovh.co.uk/dedicated_servers/cpanel.xml
