If you want to be sure of avoiding any licensing issues then it may be useful to know Microsoft provides a range of pre-built virtual machines for testing purposes from

https://dev.windows.com/en-us/micros...ols/vms/linux/

The catch here is that the VMs expire after 90 days and currently the only formats for Linux are VirtualBox or Vagrant.

SYS/OVH offers no alternative to install Windows 7 (or any Windows desktop version), as there seems not really useful to install a desktop OS on a server.

I have no idea if the Windows 7 license allows for this, but I'm pretty sure it will technically work.

Get a Dedicated Server - Put a Hyper Visor on it (Say Windows Server 2012 R2 Core (Free)).
Buy a failover IP
Create a VM and install Windows 7 on it.

Aside from any license issues Id urge you to consider if Windows 7 is secure enough to be running in a data centre environment.

Try these..
http://winstaller.org/

They will install trial of windows to disk over a Linux install, Not in a VM but a real install on hardware. You can then use own license/activation or use re-arm comman for 6 months.

Not being sure about the reason you need Windows 7, my first chance is to recommend you it's server counterpart, Windows Server 2008 R2. They're actually the same OS, only with different options. Any app written to run in Windows 7 will surely run on Server 2008 R2. You can even install "Desktop Experience" option, in order to get most of the desktop components of Windows. Licenses for Windows Server 2008 R2 at SYS start @ €19.99 for Web/Standard edition on single core processors.
