Block storage (attached disks) performance

Does anyone know anything about the technology which lies at ground for attached disks (for public cloud instances or public cloud vps'es)?

If I add a 100GB high performance (SSD) disk to a public cloud instance, I assume that I will simply get a "slice" of a larger volume which is shared between multiple instances. Can I expect consistent performance on such a disk? OVH states that I will get up to 3000IOPS, but that's the maximum. Can I expect anything between 0 and 3000 IOPS?
