So why has SOS not sent out emails saying we are doing deals on this server, or you maybe looking to move, heres are prices at present. Even lower my bill?
There are no contractual obligations for them to do neither of those things, and most companies won't do it either, simply because they'd lose money by doing so. It's your own responsibility to do this, and in the majority of cases it's unlikely that your current bill would be lowered, you've agreed to pay a price and if you're no longer happy with that price then you should cancel the server.
