It is available
- since yesterday for dedicated servers (across all brands)
- since today for Public Cloud products

Doesn't offer 16.10 yet. I were hoping to install several servers during this weekend, but nope. Hopefully next? I'll just keep bugfixing my software for the week then. The old VPS is running badly out of steam, but it's not as bad as software being deadly buggy.
