Not really sure; they guarantee the offered bandwidth(which translates into speed) assuming you will not make full bandwidth usage at all times. There's no official information, but I assume they have some internal calculation for that.

Then, you will have to purchase additional bandwidth in order to recover normal connectivity.

As an alternative, if you plan to deliver static contents, you can check CDN Infrastructure, which will cache all your contents in several POPs around the world for faster delivery. When using the CDN, you will also have to purchase additional bandwidth, but, in this case, it's in a pay-as-you-go basis.
But for a startup streaming service I shouldn't be using more than 250 mbps. I'd assume 10-100 streams wouldn't take up 250 mbps, unless you're streaming 1080p, so I probably wouldn't purchase additional services until I need it. But thanks!
And speaking of bandwidth usage, is it simultaneous usage or overall per month?

No, you don't need to, it may be that you find you might have to eventually as such streaming services consume quite large chunks of bandwidth.

Hiya, I've been looking through your products and was wondering whether you allow streaming services such as streaming a game live when playing? Or when developing an application you can choose to live stream the entire development? Is this allowed on OVH or do I unfortunately have to find another host?
If the explanation was too bad;
Am I allowed to create sites such as twitch or livecoding.tv?
