Interesting.... The cable was failing, and because of that the NIC downgraded itself to 10 Mbps... Not a common case....

I ask to comment on OVH staff...
Previously this situation has been on another server, but this issue is corrected in itself in the 1-3 hours.

I can't certainly tell if that's the problem, but it looks like that's it. Ticket support is usually slow, either in OVH or SyS. For a faster response, you'd better give them a call:

I am willing to reduce load on the network. But who will answer me when to resume the speed?

Server expire date: 8 september. I paid for 250 mbit/s.

I'd bet it's almost the same policy for SyS servers, being the only difference that SyS servers have a 250Mbps limit for any kind of traffic: internal, incoming, and outgoing. So, there's a possibility that, if your server has been consuming too much bandwidth("very intensive and uninterrupted bandwidth"), your server could have been capped to 10Mbps. The worst part of this is(if that's the reason, of course), that you won't be able to circumvent that cap, as there's no additional traffic option for SyS servers.
The SYS contract there is nothing like. https://www.soyoustart.com/ie/terms-and-conditions.xml

My server is high traffic loads 50/50.
The server does not use the bandwidth more than 50% on average from 250mbps.
what should I do? Change server?

How are you measuring traffic?

From https://www.ovh.co.uk/dedicated_serv...-bandwidth.xml

OVH guarantees different levels of internal, incoming, and outgoing bandwidth according to the dedicated server model. This bandwidth is guaranteed for normal usage (upgrade and specific use available as an option) and take advantage of the entire OVH network infrastructure (Ultimate inter-connections).
Bandwidth is no longer guaranteed when the server or servers are used for the following activities:
- Anonymisation service (proxy), CDN service
- Storage or file exchange platform (especially but not exclusively cyberlocker)
- Streaming
- Download platform
- Service for bypassing limits imposed by the download platforms
- VOD viewing platform (videos on demand)
- Servers used for downloads and file sharing on P2P networks (especially non-exhaustive: Seedbox).

Also, OVH cannot guarantee the bandwidth when server activity requires very intensive and uninterrupted bandwidth.
For such usage, you will need to subscribe to an additional bandwidth option. If required, the dedicated server will be limited to 10 Mbps, with no traffic limitations.

This problem continues for more than 32 hours.
I have useless server, I can not even make a backup because have limit 10Mbit/s.

It's very sad for SYS-line.
