Maybe Level3 issue because im able to ping the ip with success from ovh servers:

Thnx but I don't know where the problem is, in OVH routing or Level3 routing problem as i said my client can't access through ae-1-60.edge5.Frankfurt1.Level3.net, I also can't access from my server there IPs.

I can confirm that there is not banned any ISP from mentioned countries, we have alot of gameservers and no issue so far.

Hi, some of my clients cant access my server is there any problem or did they get BANNED (Albanian & Kosovo IPs)

I can confirm that there is not banned any ISP from mentioned countries, we have alot of gameservers and no issue so far.

i also have same issue, they can access specific ports but not the port i want like 27016

Yeah they do have the same ISP so do I, but I have no problem

Then it sounds to me like a routing problem. Do they have something in common? Maybe the same ISP

I do have banning sofware but there ip are not banned thay cant access any of ovh services (websites, ips)

There's no network-level ban on OVH network. Maybe there's some routing problem(either in origin, transit, or destination). Also, if your server has some automated banning software, it could have banned your clients (only on your server)
