Are OVH to OVH 1 gbit and SYS Range same network?

Hello,

I have 3 dedicated servers on OVH.ie. If I buy dedicated or VPS server from "soyoustart.com".

1) For SYS >upload to > OVH
Which internet bandwith has it used; 250 mbit or 1 gbit in OVH ?

2) Also I am using VRack in OVH. Has SYS VRack? If yes; can I connect same OVH VRack local network?
