I can download at decent speeds, so I doubt it's the ftpd's fault.

If they have QoS or traffic shaping in place, then yes.
Then it doesn't matter on which port the application is running.
Try a different ftpd as well, just in case.

Can they differentiate FTP and HTTP protocols other than by port? If not, maybe he only gets OK speeds to Europe on port 80.

Then they are not blocking ports, but use some kind of QoS.
If they do, then there is no war around.

Sounds like it.
You can try to run a FTP on a different port then the standard FTP.

He's getting ~100KB/s via HTTP now, but still 5KB/s via FTP. Would his ISP limit FTP speeds you think?

A user complained of slow speeds, 5-10KByte/s from my SP Mini (ns366662)

If I test my speeds to Israel on speedtest.net I get acceptable speeds.

I had him run tests to multiple other locations (NL, SE, FR) and he got 130-200KByte/s on them.
