The money that pays for the server and by extension the customer must be be from Quebec. That said, if you have a friend who lives in Quebec and is willing to pay for it from his Quebec registered account then I see no reason why he could not be a customer.
Oh ok, ic ic, now is that just the owner has to live in Quebec, can i just a CC that is owned by someone living in Ontario ?

AFAIK you must be a resident of Quebec if you want order here.
Hi there, I went through ovh.com to purchased a dedicated server which in turn linked me to ovh.co.uk, I selected the server I wanted, it ran me through all the payment pages and such, the payment came off my credit card, and then the next morning i got an email saying the product you tried to purchase is not available in your country. I live in Canada, and from what I have been reading you can purchase one from here, is this not correct ? If someone could please advise of how I can go about getting my server it would be greatly appreciated.
