If there was something like this, sites like Rapidshare, Megaupload, and others would be taken down. The best you could hope for is have someone code a script for you to watch the incoming files and check their names against a database, so if they include a name of a scene group (say pukka, diamond, vortex, or some other) they would be deleted or something. Now I have never heard of anyone doing this so I wouldn't know if its doable, but again, best you could hope for.
For the most part you don't have to scan the files, people report them (if they bother to) and then you delete the files, not much else to it.
