I am afraid not, FrontPage was dropped by Microsoft 3 years ago and Webmin Dev's never got around to implementing it. Also it was never meant to run under Linux servers, it was Windows Servers only but Plesk and cPanel developed around this problem.
But with FrontPage now dropped you will most likely never see it on Webmin.
