Elle is a word in french.
However:
tinyurl = tiny u r l = tiny u r elle
.. It's just sounded out.
The domain sounds french. Or maybe thats just me...

You can cut anything after the ? off.
The key part of the url is:
tinyurelle.com/ed3d2c21991e3bef5e069713af9fa6ca/outbound/07cc694b9b3fc636710fa08b6922c42b/1A?sessionCode=1250392796&redirect=http&monkey=true& eolq=98
The rest can change any way you want. However note that the important part must be followed by a ? and have 76 characters at the start to trim off.

Hey, if you can make the URL 20 characters shorter (can I cut some of the args out?) I can fit it in tweets... Muahaha!

You would be suprised how many people choose to link to google.com. Around 1 in 3.

I present to you the most amazingly spectacular service ever!
The principal is clear. Consider that you want to link to some website and you fear that the website link doesn't look long enough. You can now use this service as it will make your links LONGER!
Its very useful. I call it TinyUrelle.
