I can safely say you get what you are promised. I could max out my 100Mbps server day after day with no issues. The most bandwidth I've used in 1 month is 3.7TB and that was fairly easy. I've maxed out 100Mbps to sweden on a few occasions, downloaded from Microsoft at 80Mbps etc. I can't fault the bandwidth in any way at all.
As for video hosting, what you see on there is for "mass" video hosting, eg if thats your servers primary or most used purpose. It simply gives it priority above other traffic. Low traffic video hosting shouldn't cause an issue.
You have to remember webhostingtalk.com only contains information from customers of OVH. This means someone could get an excellent service and they'd have no reason to post on there. Someone might not have the same experience and feel they need to make it known, so the results of such websites can end up biased. I've often found its best to get the opinion of somebody you know rather than rely on such websites, or even join that hosts forum, as you have done today and get the customers real opinions and look through past posts.
