Lets say the biggest resource hog at OVH is filesharing and Online gaming.
The majority of releases are English, which the French won't download/play.
That's why they don't need a 3TB cap.
They all share french stuff within France, which means the French will hardly ever use the transit link.

I'm feeling evil today

The French flat out refuse to speak or write English, even if they can; it's a bit of a broken pride that they haven't managed to become a world language like English or Spanish.

The rest of the world doesn't care, and they'll at least try to speak/read/write basic English or Spanish... So given that, how many people in the world would visit a French website opposed to an English or Spanish one? No wonder they never reach their 3TB limit

Okay, I think it's time for me to run now...

Some people say he's slightly countryist, and if he doesn't like you, he slows down your server, all we know is, he's called Oles!

differents costs of the network + mentality

network:
FR network: I haven't put 1Euro more for 4 years. no more bandwidth.
it's a stable network. +40% customers each year with +0Euro ...
EU network costs us lot of money but I think it will be stable in 3-4
years.

mentality:
the customers FR use less bandwidth that the rest of customers not FR.
you can read "unlimited", FR likes to read it and not to use. never.

Neil confirmed today the OVH and Kimsufi traffic is classed as internal between the two subsidiaries which makes the FS range good for NAS if any of you are considering that - I definitely am!

Ah interesting..
So Neil, does that mean if you had 10 kimsufi UK. they would all have 100mb?

FS Range.

Unlimited bandwidth for French customers.
Capped to 3TB with UK customers.

Explain how that works when we are using same equipment and same network?
Its Unlimited but it has to be shared with all the servers on that account, see http://www.kimsufi.com/ks/#network so if you had 10 Kimsufis they would only get 10 Mbps each.

All servers are in FR, but different bandwidth rules apply to customers from different subsidiaries.
yes, that's right. And if you can only order in the subsidiary where you are based on.

And the traffic limit is something applied to the subsidiaries only, for both Kimsufi and Pro servers.

Can you request your servers to be in FR so you have unmetered?

I think it's more based on the audience that is going to be viewing or using the services you provide.

If you're in France, chances are so are you audience meaning less international bandwidth to the UK and other parts of Europe.
