try locally and see if is working. after that try remotely. dont use any ftp client. use command line.

what are you using to create the users?

Is easy, I suggest you chroot and setup the correct permissions. You can find all this info on /etc/vsftp.conf . Let me know if you have any troubles.

Try filezilla its free and works for me when i connect to my vsftpd/debian server.

I was wondering if anyone has set up VSFTD running on Debian? I need help setting up user accounts. For some reason I can't connect using cuteFTP...it gives me username and password incorrect error everytime. If anyone has a link to a tutorial or site that will help alot!
