They're all checked against uptime and response quality, so you could possibly get a stratum 3 or even 4, yet is of good quality. I'm a stratum 2 FYI.

what's the stratum on these?

most of them seem to resolve as OVH IP addresses ...

It works fine. Did you sudo/su? (Edit: just to make sure, I tried it on two different ones in 178.32/16)

Correct me if i'm wrong, but the error messages displayed there... Says that ntpdate can't adjust the time, that's it. probably because you don't have permission to change the clock.

Is this inside an VPS?

from a server which has the IP 178.32.7.70 it does not work.

from server in 94.23 it does work.

please add 178.32. to the ACL list of your NTPD server.
