It could be a few things, have you tried allocating more resources to Windows, this would be the first thing I would try.
The other thing is the hardware is not brilliant for Vmware. It is only Celeron CPU with 2GB of RAM. But in SSH on the main operating can you try:
sudo hdparm -tT /dev/sda
This will test the hardware of the server and make sure it is okay, is it then maybe install Debian or Ubuntu Virtual Machine and then run this command see what performance you get then, it maybe a Windows emulation problem.
