I had a go at the cipher and gave up. Got as far as ROT13ing the first part, then got lost with what was left over. Must be something to do with the repeated section, I'm not sure... Anyone manage to solve it?

Edit: Got past that and I'm now stuck on the hex.

Edit: Got past most of the hex, with a few characters remaining. Stuck.
