Just read it. I wholeheartedly agree with the Reg, especially on these points:
No attempt is made in either Davidson and Tauke's explanation or in the proposal itself to outline the scope of "additional, differentiated online services," although a few examples are given.
That leaves the door wide open to simply "pick and choose" what a differentiated online service is, circumventing the prohibition. That's quite a convenient thing, especially for Verizon!
Also, the whole document fleetingly mentions wireless technology. So G3.5 (Verizon again...) and WiMax (like the Clear WiMax service) would once again have free reign on circumventing prohibitions.
En fin, Net neutrality, especially prohibition of prioritizing of traffic, should indeed be something the FCC should protect but not as Google/Verizon have proposed - which leaves too many holes and escape clauses to be abused. "You can have any color car, as long as it is black".
