routing problem video on demand clients can't play media

windows server 2008 R2 web 64-bit running windows media services

here is my traceroute for my own internet connection which is experiencing the problem.

also if people want to try the test stream it's mms://server.raidensnakesden.net/test (opens with windows media player)
The stream is on a constant loopback. Please let me know if you guys get the same problem

What system do you use? Operating system, streaming software? Could also post a traceroute from one of the clients that's having this problem?

yeah 40ms but that shouldn't be a problem anyway cause the buffer is there to sort that out. I think something else is going on cause it's definatly not the server side or my connection.

clients including myself are unable to view a default media stream using windows media service. I set it up correctly and the service itself works fine internally however none of my clients including myself are able to view the stream as it doesn't load at all. I checked everything to resolve this problem and I think it's a routing problem or blocked ports. please could anyone help wioth this as I dunno what to do. I even tried changing os and ran other media streaming systems but all have the same problem.
