yeap, Microsoft offers low price license for low consuming servers. In OVH case, RPS1 and RPS2

Why is the pricing of Windows licensing on the RPS so cheap ie £2.99?
I am guessing there is some sort of deal Microsoft do on lower end hardware.
I'm aware of SaaS but can anyone point me to any relevant info on this.
