Checking DomainTools it seems to be showing UK: http://whois.domaintools.com/178.33.67.24

Using whatismyip the data is still outdated, so I'm guessing they cache it for a while. Even doing a normal Whois on your IP shows the correct information (UK).

Yes, these tools are sometimes outdated and give rubbish information. Whatismyip will eventually update and give the correct information.

It will update in time, these tools are sometimes out of date. I have seen IPs like this change, so keep an eye on it and it will update.

the ownership of the IPs is always OVH with address in France,but for a geo-localized IP, you should have the "role" registered in the UK, as in this example:

so, if that section appears to be registered in the UK, then the IP is fine. That's the information that RIPE requires to set for geo-localization purposes.

I have some UK Ripe Blocks, when I check these IPs/domains on some whois sites, they say France is the location (which is technically true but), is this normal?
