you can use them only if you split the block. In that case, you have to use the netmask: 255.255.255.255

I have ordered a ripe block of 4 ips and got below
17x.3x.8x.xx/30
Network IP : 17x.3x.8x.xx
Broadcast IP : 17x.3x.8x.xy
Netmask : 255.255.255.252
according to subnet calculators it has 2 usable ips. But when i add
17x.3x.8x.xx and 17x.3x.8x.xy to windows 2008 server it responds to pings.
Can i use them?
