Is this normal, for that switch to be constantly at over 85% load?

A server is slow to respond to web traffic, started last night, but the load is practically 0.00 so its not that - opened a ticket but under "normal" (24hr), so no doubt it may sort itself out before someone responds :/
Pings and traceroutes time out at the same hops.
