So for example, I don't need 16 I only need 8 so I can split a 16 into two blocks and transfer 8 to another kimi 2011 and I will pay the combined price of 16 between the 2 only?

The possibility to transfer from a Kimsufi 2011 to another one depends on the receiving server:
a) if that is another Kimsufi 2011: you need to pay for the slot there
b) if that is a previous server: you will need the pro option
In total, the number of IPs currently routed to the new Kimsufi 2011 must be 32 max, being RIPE blocks (splitted or not) or failovers.

OVH staff, can you clarify something?
The minimum amount of ripes I can get is 16 if I split this block I would then have to pay the professional fee to transfer some of them to another server?
