The Windows 2012 Standard and Datacenter is available from the ordering process, and also from the reinstallation menu of the dedicated servers in the manager:

OVH Manager >> your server >> Services >> Reinstall / Change OS

When is windows server 2012 going to be available on the UK site?

You can now order a new dedicated server installed in
Windows Server 2012.

If you have your own license SPLA, you can reinstall your
server with it. Within a few days, you can order a new license
the manager or upgrade your Windows 2003/2008 license to 2012.
