If it does not show in the new Dedicated Control Panel or in the API then please open an incident ticket.
Is it a RIPE IP? In this case you have to use the netblock in the first field and the ip in the second when you invoke the API.
One of my IP addresses seems to be blocked for spam, but the API doesn't produce anything when querying it. Previously a second address was blocked, and produced this same error message, but since this morning seems to be working fine.
The third IP, however, produces:
