It's worth pointing out that a cPanel licence for a VPS is cheaper. OVH charge £9.99 + VAT, which is pretty competitive.

This is correct. You can have any of the free licences for the hosting range of servers. However the license is only vaild for the server IP.

The free cPanel license is for the server IP. It's not possible to obtain the free license and move it to the failover IP.

So I will be unable to have windows 2012 r2 on the server and run centos as a hyperv with a fail over ip and acquire a free cpanel license.

The licenses for the Hosting servers are free. You simply place an order the license you require and the order will be £0.00. There is no charge for the licenses for hosting servers. The licences are for the server IP.

For the IP, you would only pay the initial setup fee for the IP, afterwards the IP will be free alongside your server. When you renew your server, the IP will be renewed also.

Can I get both windows license on the main server and run hyperv and install cpanel server on hyperv

Also is it completely free no one off fees for the windows and cpanel license i.e. pay for the first month but after that its free like the ip fail overs are
