i suggest you read the page again it does not come with 16 ip's at all you have to purchase the extra ip's, its a small one off fee for setup per ip and not a recurring monthly payment.,

I bought the SYS-IP-4 it says it comes with 16 IPs

However I cannot see those IPs in the Manager.
