It's pretty standard with most web hosting companies especially if you pay by debit/credit card, I would guess it's so that if someone opens a chargeback for 'unauthorized' OVH can say that you provided your proof of ID and therefore authorized payment.
Another thing would be abuse, most people who abuse services provide fake details, by asking for ID to confirm those details, they're preventing the abusers from getting a service.

Can anyone tell me why when my company has purchased VPS virtual server space OVH need a personal passport or driving license as proof before activation?? This goes against all advice for identity fraud.
