No, it means you get 1Gbps in both directions between your server and any other OVH server.
Downloads are 1Gbps and do not count towards any bandwidth limit.
Your uploads are 250Mbps (or whatever it is for your server), but you may be able to burst beyond it depending on your bandwidth consumption.
