I believe you're only going to get brand new hardware with OVH Directly (in terms of HDDs anyway, all my OVH servers have had brand new hard drives), SYS/Kimsufi are more likely to have old, used hardware, staff should confirm this though.

There are some So you Start servers with new hardware and also OVH servers with used hardware. All servers would be tested for badblocks and such before being given to a new customer.

How to check it is condition? There is no KVM over ip to make test. What would you suggest?

Right. When the new tariffs - set new branded server and sell them. Over time, old people refuse them, these servers are sold again to new users. There is nothing wrong with that. So everywhere. The main thing when buying a server to check its condition.
