You'll find that manually checking of the VPS servers are a result of the *****ic people present in the world who decide to purchase said services for unlawful/breach of terms of service purposes. OVH uses a real cloud setup for their Cloud VPS, so what you've said is completely wrong, however as you have ordered in the past your service shouldn't need to be checked manually.

"Cloud", when used in relation to (virtual) servers, implies certain characteristics, including:
- rapid provisioning of new resources when you need them (within minutes, or even seconds for some providers)
- pay only for what you use (i.e. not being locked into long contracts)
None of these are true for the OVH VPS "Cloud" range. They simply slapped the "cloud" label onto past-century technology.

Btw, my order was finally processed after 16 hours (still no reply from support though). Thanks, OVH.

Their support number does not have a country code mentioned (after all OVH's .ie site, and this forum, are supposed to serve the "rest of the world" as well). I'd assume it's in UK or Ireland. In either case, it would not be a local call for me. I have little desire to make a call which could cost me more than the VPS itself.

The order has been stuck at "We check your payment manually" for over 13 hours now. My account is validated and I have multiple previous VPS orders, all completed within 30 minutes. Contacted support via email and the control panel - no reply.

I find it sad that a product with "cloud" in its name takes so long to activate in 2014.
