That is normal, it is just that the routers not respond/do not prioritise ICMP requests that are sent to them. If you ping directly your server and get no packet loss then everything is fine.

Users to my server, are getting a significant amount of packet loss when routing through rbx-g1-a9, here are two tracerts from two different locations.
