about this runabove thing, can I run same software /centos+cpanel/ like in VPS.

They made changes for 2014 range but I believe they came a few months into 2014, and even then Dedicated Servers had been released as 2014 range around November time. They seem to be late with a 2015 range for Dedicated Servers this year and I'd imagine they'd prioritise them.
