There are other companies that are in competitive price range. Euserv, serverboerse, online.net . Anyone know others? But they all don't have any DDoS protection.

3-Are there really 100% Anti-DDoS attack ?

Its better than nothing and seldom worse. Don't expect too much.

Because they sucks.
Recycled hardware, desktop hardware (only CPU is server hardware).
You can get a server with SSD or ECC RAM. But not both together!!
Because they manufacture their own servers. White label!
Because they rent the same server to 50 different people.
Recycling, recycling and recycling... SYS (OVH brand) is more like a metal-recycling company (scrapyard?).
Inexistent/ineffective support.

You can install a Windows server on their machines, yes.

There is no such thing... Also, the anti-ddos is to protect their network, not your server!!!
