One thing I noted is, even I deleted ip block, I still see Il reste 15 slots disponibles pour ce serveur. not 16
I created an order, Order Number: 34724515
As I do not have any ip in my account, I should have 16 free ips right?

I had to delete 16ips from my account and they are deleted from my account. But when I re-order ips this time price is not 2 instead it is 3.81
