Having issues with payment validation

Payment for 4 IP's for soyoustart handle "as131032-sys" has already been done

however the soyoustart manager warns

"We have not been able to take payment. Therefore, your account is 29 Jan 2015 10:42:03 8 EUR.
Click here to settle your account."

Also Unable to raise a ticket for the same as when attempting to send an ticket the manager refuses to do the same with the error string
"Got an invalid or empty URL"

Please help
