No, it is not possible to get it activated without a valid licence. To do that you can rent one for the price you mentioned or you add your own SPLA licence.

You must have chosen Windows Hyper-V when ordering you server. If you want now to install Windows Server 2008, you may pay again for the license, as both licenses are not compatible. You'd better call tach support, maybe they can fix it for you without having to pay again.

my dedicated server got Windows Hyper-V Server 2008 R2 (64bits) but i wanna install the Windows Server 2008 R2 SP1 Standart Edition (64bits), when i click on reinstall it not shows 'Windows Server 2008 R2 SP1 Standart Edition (64bits)' on windows, how can i do it? must i pay 24 for order a Windows Server 2008 R2 SP1 Standart Edition (64bits) licence? can't i do it without pay? btw when i add the Windows Server 2008 R2 SP1 Standart Edition (64bits) on installation template, still i cant see it on reinstall side.
