Yes, but it sounds like you're opening standard support tickets rather than incident tickets? Or are you actually opening incident tickets (through the V3 Manager?)

Would recommend you open an incident ticket in future so you're in contact with the Technicians.

To add when server is on, when try okla speed test geting 2500ms ping from my country isp, before that ping was around 50 to 60ms

I'm afraid that you need to show it to us. If it was a general issue, many customers would have already reported it, but obviously, it's a specific issue to your panel, so we need to see the problem
I get message from support that you had a DDOS attack yesterday in the area hosting where is my server...
I hope that is solved.
to add that server on ovh panel not hawe anymore error messages, but working slow in moments.
server pings and ports are open.
If there is any error from the manager, provide screenshots. If there is any connection issue, network tests and logs.
Keep in mind that, when reporting a problem, it's got to be straight forward for us to see it so we can reproduce and/or report it

and what logs to provide when that error messages are from your ovh web panel

Now get message that ticket 2040636 will be taken by one of ovh operators, so maybe that is number of ticket, and not with ID 84136 that is i copy/paste from ovh web panel/support
if you give us your vps name, we can have a look. Otherwise, you can open a ticket directly with our engineers for them to check (do provide logs such as the error messages you mentioned or network logs)

Now disc showing normal, but server is still down, restart standing non stop on 0%, not move for half hour +...
One of my servers in Roubaix DC2 is down, geting on disc Temporarily unavailable, no chance to restart vps.
